33. bwi marhsall 42. low to mid 40 s. a few showers particularly south of the city. much of this is not touching the ground. as you get down towards colonial beach, st. mary's city might see a light sprinkle or a light shower. that's it for the day. more opportunities here for loads of snow flurry south of the city. as the cold front is moving on through. there's your bigger picture. you can see all the cloud cover across the eastern third of the country and the shower activity generally south and west of us. we're not terribly concerned with rain but we will have cloud cover and the relatively cool temperatures for the first day of the new year. lots of clouds, could be a sprinkle with temperatures in the low 40s at 5:00 p.m. more sunshine in the forecast along with cold temperatures. details on that coming up in just a few minutes. wisdom and allison,

back to you at the desk. >> all right. we're following two developing stories in the district this morning. first the stabbing on board a metro bus. happened around 2:30 this morning. police tell us a man and a woman got into an argument. the man pulled out a knife and stabbed the woman. she's expected to survive. he fled. police are looking at security footage from the bus. >> new york avenue finally back open after a multi car crash shut it down for several hours overnight. 7 cars and 18 people were involved in an early morning wreck by the washington times building. none of the injuries is considered life threat ning. no word on what caused that crash. >> all right. breaking news this morning on capitol hill. a deal to avoid the fiscal cliff has been reached following a marathon session yesterday into the early morning hours into the new year.

>> the plan avoids tax hikes for millionaires but faces uncertainly -- excuse me tax hikes for millions. but the republican control house has their power. melanie is live on capitol hill with more on this story now. good morning. >> reporter: good morning, allison. we understand the house is going to start considering the legislation today but house speaker john boehner and erik canter sent out messages last night saying they will not put this up for a vote until they, their members and the american people have had a chance to review it. we understand that vote possibly could happen late today or perhaps wednesday. in the deal, approved by the senate, income tax rates will stay the same. individuals making $400,000 and $450,000 will see their taxes rise. and $109 billion in spending cuts to domestic programs has been delayed two

months. and alternative minimum tax and payments to medicare providers. senators say it is a less than perfect plan but it's a start. still some criticize the bill saying it doesn't go far enough to reduce the deficit or unemployment. >> the idea that people earning $300,000 to $400,000 a year could not pay the taxes they paid in the 1990s when the economy was booming is just plain absurd. >> i've said all along, most important priority was to protect the middle class family. middle class families will wake up today to the assurance their taxes won't go up $2200 each. they'll have the certainty to plan how they'll play for groceries, rent, car payments all during next year. >> reporter: we've been focusing on income taxes. but there is one tax that will be going up for all workers.

that is the social security payroll tax. there had been a 2% tax cut in affect for the last two years that was part of an obama stimulus program. and in this deal they are going to allow that tax cut to expire. that's going to take about $20 a week out of worker's paychecks and put it into the social security trust fund instead. >> thank you very much for that update. on our facebook page we asked you why you think law makers waited so long to reach this phase of the deal. one viewer writes i feel they did it to prove a point. maybe they need a lower salary. maybe they will understand. another writes i could have told you months this was how it was going to play out. 2013 will be social security and medicare reform that will come down to the 11th hour. to read the rest of the comments and leave your own, log on to our facebook fan page. the deal by the senate does not address is the debt ceiling.

the u.s. reached legal borrowing limit of $16.4 trillion and now the treasury department must work to buy time until the end of next month. suspend investments for benefit fund. the department will not be able to payoff the nation's bill on time. could set the stage for another capitol hill battle as they must vote to raise the debt ceiling. >> new this morning, gay marriage ceremonies are underway in maryland. some same sex couples rang in the new year by taking their vows. the new law went into effect at the strike of midnight. 9 states and the disstrict of could columbia have approved same sex marriage. the right for parents to freeze their child's credit in an effort to prevent identity

theft. in virginia harder for state and local governments to take eminent domain changes. >> so far no charges have been filed in connection to a deadly crash that killed a prince william county police officer. 35-year-old chris young died near piper lane yesterday afternoon. his motorcycle collided with a mini van that was turning left. both vehicles caught fire. the other driver was not hurt. officer yung leaves behind a wife who is also a police officer and their three children. >> doctors treating secretary of state hillary clinton confirm the blood clot is in her head but she did not suffer a stroke or any neurological damage and she's making excellent progress and in good spirits.

doctors discovered the clot between her brain and skull behind her right ear while performing a checkup. it is likely the result of a concussion she suffered from a fall earlier this month. she will stay on blood thinners. she will be released once the medication dose has been established. another new report on the deadly attack from the u.s. consulate is attempting to shed light on what led to confusing talking points in the days following that attack. the report was released yesterday. it says the cia, fbi and other intelligence officials made major changes about events surrounding the attack which in turn led to a confusing explanation by the obama administration. >> well, the redskins are the talk of the town. in fact, football fans across the nation are marveling over their road to

you can hear mike shanahan talk about how fun this is. >> it's so rewarding to come in and trying to put something together and seeing the guys so excited, the coaching staff so excited. it's what you work for. to see guys working for the last three years 18 hours a day in the draft room looking at players evaluating these guys signing these guys and seeing a lot of guys making different steps learning the offense defense and actually stepping up and accomplishing something. you feel very good about it. >> look, we're guilty up here talking about rgiii, talking about alfred morris and the offense and the pistol and kyles and garcon and all those guys. the key fence we have to tip our hat to the defense. they have been sensational. they've won 7 in a row. they have forced 15 turn overs in those 7 games.

history is being honored this new year's day. this morning the postal service will issue a new forever stamp. the 150 anniversary of the emancipation proclamation. also in honor of today's anniversary the national archives will hold a special reading of the emancipation proclamation and you can see it on display at the

, we can't complain. bright and sunny starting tomorrow. let's get to your big head line. as we do so starts chilly. >> exciting. >> there you go. i was mentioning earl ier when you write all the checks today and start paying the bills, got to remember 2013. temperatures at reagan national, 39. 33 at dulles. temperatures north and westphaling back into the mid 30s as we've had clearing in spots here during the overnight hours. 41 in leonard town. 42 in annapolis. light showers south of the city here south and east of the city to start your day. and sprinkles. much of this is not touching the ground. very dry atmosphere here at the lower levels. dew point temperatures are in the teens. and most of that is drying up before it gets a chance to touch the ground. southern maryland, you will see light sprinkles and showers here early. for the

rest of us, certainly the possibility you could see a flurry or light sprinkle. you can see it thereont off to our north and west. the colder air lagging behind the moisture. you can see a lot of rain to the south and west. as the cold front comes through, we're going to keep the clouds in the forecast with temperatures in the low 40s. once the front slides south and east, right back in the sunshine by tomorrow sxafrn cold temperatures here for the middle of the week. 42 today winds west. a sprinkle a possibility. a flurry to the north and west. not going to a mount to much. the computer model is calling for 1/100ths of an inch. winds north and west to 5 to 10. cold here for the first few days of 2013. highs in the 30s. lows in the 20 s. for that red skin game, we look dry with just a

few clouds around. 42 daytime high. that's weather, wisdom over to you. >> thank you very much. while most of us were sleeping last night and celebrating, the senate was hammering out details of the fiscal cliff deal. they passed it early this morning and we're going to talk more about that with neil from role call. he is here with the latest on that. thank you for coming in and talking with us. the senate has approved this and now it goes to the house at some point today. what are the odds that we'll be done with this and what are the odds this is good luck to keep going and keep going and keep going? >> what we saw last night as the senate unveiled its plan and voted on the plan in the wee hours of this morning, we've all lost track of time, we were in the capitol when this was going on, the house leadership came out with a statement that said they would consider the legislation. >> that doesn't sound good. >> they also said they were

open to the possibility of promptly amending the legislation which would kick it back to the senate to deal with by thursday. and so we may not be out of the woods yet in terms of how this fiscal cliff deal came together and in any event we still haven't seen congress take care of the spending components of what was parts of the fiscal cliff coming up in february. >> so it's possible what's going on right now will keep going. they'll kick it back and keep going and rolling? >> absolutely. we're looking at another situation where the agreement that was reached by the senate even if the house accepts it, kicking the can down the road is the old line which everyone -- no one seems to want but where we always are and where we are once again. >> and there's a frustration level with the people they are supposed to be representing. do you think they are aware of the frustration level the everyday

person is dealing with and because this is taking so long? we've been getting e-mails and tweets saying they should have taken care of this already. that type of mentality from people. do you think they get it? >> well, they often haven't frankly in the past. we've seen situations where one of the things that causes congress to move is when there's a big market shift. so new year's day in some ways they kind of luck out in this regard because the new york stock exchange is closed today for the holiday but we'll see tomorrow when the markets open if this isn't resolved and the house hasn't passed it by then, may see a new shock when the markets open. >> some of the information in what they've already done, people who make 400 to $450,000 it goes up. is that the understanding of what you have? >> yeah. for couples over income over $450,000 tax rates go back to where they were

generally during the clinton years and another thing that happens and this may be the big ticket is there's this annoying thing called the alternative minimum tax which without going too far into the weeds here was sort of a way that was designed to make sure higher income earners years ago paid the amount of tax they needed to and frankly what happened was because it wasn't indexed for inflation it got way too high, hit way too many people and been an annual thing that every single year congress has had to act. this deal if it goes through eliminates that problem for the foreseeable future if not forever. >> and senator reed says this particular deal protects middle class families. is that your understanding of this current deal? >> that's true. the other elements is the unemployment

insurance benefits are extended. largely protects middle class taxpayers from seeing the affects and provides benefits. also make sure doctors get paid foreseeing a medicare beneficiary. there were pieces cobbled together at the last minute. >> and melanie is down there reporting on this. she says she's learned the social security payroll tax is going to go up. >> right. there's been for the last several weeks that's not been something that's been on the table seriously to extend for a little while now. that means that everyone despite all the sort of positive talk, everyone is going to see their paychecks get a little bit smaller this year once the tax tables are adjusted and what not. yes, you will affectively see your taxes go up although no

one ever intended the payroll tax holiday. the reason why it was called a holiday is no one expected it to be permanent. >> they still have to deal with the debt ceiling issue. so this is drama that's going to go on for some time. >> absolutely. we're looking at the debt sealing fight playing out in february along with another debate over the sequester which is those mandatory spending cuts coming into affect. that's coming up in a couple months and we'll be back here. >> never ending cycle. hopefully they can get something done and put this issue to sleep. thank you for coming in and talking with us. >> thank you. >> allison, back over to you. >> still ahead at 7:00 kimye opens up after the news about their bundle of joy. and good news for drivers. we'll tell you why next.

investigators say it could take more than a month to decide whether to file charges in the crash of a tour bus in eastern oregon. 9 people were killed when the driver lost control on

the icy roads, hit a concrete barrier and went down a 200 foot embankment. ages range from 7 to 74. a few of them are in critical condition. the bus was headed from las vegas to vancouver, canada. >> major bragging rights for american auto make ore ford. the ford focus is the best selling car in the world. mere than 720,000 focuses registered worldwide and the fiesta was the second best selling car. the auto company credits echo boost engines for the sales numbers. >> the driver 2012 was the worst at the pump ever. $3.60 this year. 9 cents higher than the previous record the year before. the spike on hurricanes, refinery outages and tension in the middle east.

january cold. we will see colder temperatures moving in later tonight and they'll be with us here for much of the week. our temperatures are going to trend a little below average. notice the cloud cover today. you might see a peak of sunshine but generally be cloudy as we have a cold front coming through. there you are at noon. might be a flurry . and then the whole thing will clear out later tonight as the front pushes south and east and tomorrow morning just in time for a few people to go back to work. high temperatures tomorrow in the 30s. keep things on the chilly side for the next couple days. might be a sprinkle or a flurry. wednesday, thursday, friday back in the sunshine. warm it up a little this weekend and if i had to make a forecast for the red skin game sunday afternoon, temperatures about 40 degrees with partly sunny conditions right now. >> still pretty good. >> yeah. really good for

senate's deal. melanie is live with the details now. good morning. >> reporter: good morning, allison. i'm sure a night an overnight at the capitol is not the way senators and staffers planned on ringing in the new year. they were here nonetheless. went late into the evening with the votes coming around 2:00 this morning. the bill did pass 89-8. in the deal approved by the senate, income taxes go up only for individuals making $400,000 and couples making $450,000. the planned spending cuts have been delayed for two months. senators and the administration agree it's a less than perfect plan but it is a start. >> having been in the senate as long as i have, there's two things you shouldn't do. you shouldn't predict how the senate is going to vote. you won't make a lot of money. and number two, you surely shouldn't predict how the house is going to vote. i feel very very good. >> it does not address the

number one priority. creating good middle class jobs now. secondly, this proposal does not generate the revenue necessary for the country to meet its needs. >> and president obama yesterday did signal perhaps that more tax increases would be on the table going forward into this year. house speaker john boehner and majority leader erik canter sent out a message saying the house is not going to put this up for a vote until members and also for the american public to consider the legislation. there's also the possibility they could decide to make amendments to the bill and kick it back to the senate. we do expect to hear more about their schedule. perhaps something would come later tonight or wednesday. >> before we let you go, a whole lot of tax provisions are dealt with here. what are some of those? >> hang with me here, there's a lot of them. the 2% payroll tax

holiday that was enacted 2 years ago. that was not in this bill. that holiday is going to expire. so everyone who earns income is going to see a 2% tax increase on those payroll taxes. the estate tax, there was a compromise here. that's going to go up from 40% from 35. a real compromise there. they did prevent the alternative minimum tax from expanding. one year extension of long-term unemployment benefits. one year delay in the 27% cut to medicare providers. something really important to those of us who buy milk. temporary extension of some of the farm bill. and that's going to prevent dairy prices from spiking as much as $2 a gallon. they also voted to block $900 pay increase for

themselves. >> taxes, melanie we know they are for the most part dealt with. there is still a fight brewing in february. we're talking about the debt ceiling again. >> reporter: that's right. i don't know how many people are aware we did surpassed the debt limit yesterday. treasury secretary is doing financial fenagling to get the u.s. to pay debts through february. that is when we'll have this debt ceiling fight again. house republicans saying they are not willing to raise the debt ceiling unless there are significant spending cuts and all this is going to come at the same time. we talked about those other is he questions strags cuts they basically de-- sequestration cuts. and that's going to come with the debt ceiling vote. we really can expect heated exchanges here on capitol hill in february.

serious charges. investigators found a highly explosive substance on how to make a bomb in their home over the weekend. police made the arrest after getting a tip. 7 grams of hmtd which is used to make bombs as well as a sod off shotgun in papers entitled the terrorist encyclopedia. a new report by the senate claims the cia, fbi and other groups all made changes in the talking points regarding the terror attack in libya. the changes reports say the obama administration that's why the administration gave a confusing public explanation of the attack. the report also says the intelligent groups have been avoiding the panel and delaying explanation of the changes. chris stevens and three others were killed in the september attack.

allison and sarah back to you at the desk. >> thank you, tucker. it has been a good year for the electric car. 8 new plug in models hit the market and public charging stations continue to sprout up around the nation. the industry is not looking back. brian winn president of the electric transportation here to talk about the future of electric cars. thanks for joining us. happy to have you here. i have three kids. sadly, i have to drive these big suvs. they won't make the station wagon any more really. so what about me? what about the driver that's got to cart around three kids. how's the forecast before we start talking about the success? >> the thing to recognize about electric vehicles is they are part of a technology that is coming into the marketplace called electric drive. we've had high drids for over ten

years. we have 42 models of hybrid vehicles. there will be 73 by the end of next year. increasing number of vehicles are going to be using electric motors which are efficient and terrific on saving gas. >> are we talking about two different things? purely electric and the hybrid. two different animals or no? >> that's a great question. hybrid vehicles you can plug into the grid. also range extended vehicles and ultimately fuel cell vehicles. these all utilize electric motors in their drive trains. >> we started by saying those plug in hybrids have become so popular. what is the trend now? >> the sales have been extraordinarily good. we only started plugging our cars in about two years ago with the introduction of the volt and the lease. our sales numbers up

200%. so we started very recently but we're accelerating rapidly. that's because people are getting the word that these are fun cars to drive. when you get in an electric vehicle you get instantaneous torque which means you are not making any noise. it's a completely different driving experience. they don't want to go back. >> okay. what is on the horizon as far as the hybrids? will we see more? what is the advantage of the hybrid versus just the ev? >> the advantage to the hybrid is it operates like the kind of car we've all grown up driving. and you go to the gas pump and you put gasoline in the car. and it's utilizing an electric motor. vehicles that plug in to the grid, if you can just use

electricity from the grid, it's the equivalent of about $1 a gallon. there's an enormous savings in terms of that and there are the other features of it's more quiet. it's instantaneous torque. people love their hybrids. people that are getting plug in hybrids and puree electric vehicles happy with them. the chevrolet volt won consumer satisfaction two years in a row. that's never been done before. people really enjoy driving these cars and we think the key now going forward is to offer more and more models so the consumers have a lot of choice. >> the distances on the prius and other models 10 to 50 miles you can go. will that change coming up? will it go longer? what's the forecast for that? >> right. this is a little bit the size of the battery. and it depends on whether or not you

have puree electric vehicle or range extended vehicle. so i think the most important thing is for consumers to be aware they have many different options. and when they go to the dealership, they are well educated on what do i do with my car? the vast majority of us don't drive more than 40 miles a day. range is really not an issue as some people think it is. i have this conversation with people and say how far do you drive? and the vast majority of people say i can use a car that goes 100 miles before i have to recharge it. and i'm recharging it at night anyway. so there are a lot of options that are coming into the marketplace. but people should be educated so they know what they are looking for. >> brian wynne, thanks so much. appreciate it. sarah , over to you. >> all right, allison, thanks. time is 8:38.

the new year will mean a new chance to get in shape for a lot of us. how many of us will stick to our plans and what's the best way to get on the path for good health? joining us now is mitch and emily both from sport and health. thanks so much for coming in today. we know a lot of people are going to be hitting the gym starting today or tomorrow. emily, you have a personal story as well we want to get to. we have a lot to get to here. so let's start off with the things that you need to know or do before heading into a workout routine. what's realistic here so we don't over shoot and get disappointed or not be able to keep up with our goal? >> i think there are three important aspects to focus on. number one, be very specific with what you want to accomplish. what are your goals? write them down.

write down why you want to accomplish it. what it's going to mean when you get there. tell all your friends so they can help keep you held accountable. the second thing that makes sense is set the goals very reasonable. i almost would rather someone set the bar quite low at first. get some victories under your belt. understand what it feels like to have that sense of accomplishment. that helps you keep motivated to keep going. and there's a strategy i've used for many years and others have also used to be very consistent. what i say to myself is i'm not going to put pressure to do a certain amount of intensity or minutes. i don't have to workout so much everyday. what i promise myself is one thing. i will start and i'll do five minutes really easy. i know i can do it and after five minutes, you feel okay and you can keep going and do the extra 30 or 40 minutes. >> you tell yourself that to

this day? >> everyday. what's interesting is people wake up in the morning. if you are a morning exerciser and you can have this 10 second debate. i know i should exercise but i really don't feel like. and you try to have this struggle for a few minutes. and what i say is i'm just going to do five easy minutes so i can get started and i can do the extra 30 minutes and i make the decision to keep going after the five minutes. >> you have explore alternatives to behaviors. what do you mean by that? >> you shouldn't focus on exercise is boring or exercise is painful. change your attitude a little bit. and look at it as it's going to be great for my health. it's going to energize me. just feel good about it and relieve stress. those things make it so it's not a pin full experience. >> i want to get emily in here before we run out of time. you work with sport in-house.

but working outgoing to the gym was not always your cup of tea and tell us a little bit about where you got to at this point in your life where you realized i need to make a change. >> well, i was insulin dependent, hypertension, morbidly obese. and two years ago i decided to make a change. and i joined sport and health. they saved my life. and they've improved my life and i just could not push back from the table. once i got as mitch said my goals were very minimal. i began swimming two laps. now i'm swimming 64 laps, a mile. and i spin and i currently have a personal trainer. that's my new year's resolution is the

personal training. to get with someone that can advise me and help me move to my other fitness goals. >> i know a lot of times too we talk about fitness, your goals and how much in terms of how much weight you lose but it isn't always necessarily the weight versus just becoming healthy as well. >> at turning 50, i had to make a decision. i have a 12-year-old daughter and i needed to be here for her. and so we're working. i'm doing trx suspension training. and just taking the minimal goal again in three months see where i am. so my before picture and then the after. so now my after picture is now my before picture. >> congratulations to you. it's a lot of hard work to stick to a work out routine. we appreciate you both coming in and sharing
